A complaint against former Chief Minister Keshubhai Patel and 65 others has been filed in Bhesan court in Junagadh district under IPC 153 A. The complaint has been filed by a group of people from Kathi Darbar community. According to advocate Rajesh Thakkar the complainants first went to Junagadh DSP, and submitted the draft, but as there were no actions taken, they later filed private complaint in Bhesan court. The court has ordered inquiry under CRPC section 202.

The complaint draft says, “We live in Junagadh district’s Bhesan, and are involved in business. We are fro Kathi Darbar community. Some time back former CM Keshubhai Savdas Patel, sitting MP Viththalbhai Radadia and Khodaldham committee President Nareshbhai Patel had called Leuva Patel community’s convention that attracted 10-15,000 people. Highly provocative speeches were delivered in this gathering. ‘Make the Kathi Darbars of Bhesan taluka in a situation that they leave the place and become refugee, or otherwise kill their family members and burn their properties and put them in situation that they leave Saurashtra,’ such things were told in the speeches.”

“Following this, Kathi Darbar community people were targeted and attacked in Bhesan and Visavdar talukas,” says the draft of the complaint filed.

The complaint draft further says, “On 3 June 2012 some unidentified persons fired shot at Bhupatbhai Bhayani following which the police procedure was done and primarily the names of attackers were not declared. In such circumstances, all accused listed above and 400-500 other people started threatening Kathi Darbars of Bhesan village and Bhesan taluka’s other villages in post-Godhra riot style.”

“As a part of this, on 3 June 2012, complainant no.1’s pan bidi and cold drink stall was totally burnt to ashes, and around 2.5 lakh loss was made. Moreover a cash amount worth Rs 10,000 also was burnt,” the complaint draft further reads.
