The Prime Minister, Shri Narendra Modi, today announced that a special management team would be set up directly under the Prime Minister’s Office to facilitate investment proposals from Japan. In his keynote address at the luncheon hosted by Nippon Kiedanren, the Japanese Chamber of Commerce and Industry, and the Japan-India Business Cooperation Committee, he said two nominees selected by Japan would also be part of the decision-making team which evaluates business proposals.

Recalling that as the Chief Minister of Gujarat, he had perhaps the greatest connect with Japanese business, the Prime Minister said he recognized the importance of good governance, ease of business and simplification of policies. He assured Japanese businessmen and investors of policy-driven decisions to eliminate delays.

Highlighting the initiatives of the first 100 days of his Government, he said moves to ease FDI rules have been widely appreciated. He said the GDP growth of 5.7% in the first quarter of 2014-15 has generated a huge positive sentiment. He said the clear mandates received by the Governments of both India and Japan, and the political stability they had generated, would deliver a strong push to bilateral ties.

The Prime Minister said he wants India to follow the Japanese model for skill development, so that its demographic dividend can meet the global requirement of skilled manpower. He said he had initiated a move to introduce the Japanese principles of management in the PMO as well.

Exhorting Japanese business to invest in India, the Prime Minister said India-Japan relations go much further than just commerce. He noted that the 21st century will be Asia’s century, but wondered how it would look like? He said that for meeting the aspirations of people in this century, India and Japan have a big role to play.

Outlining the approaches for Development (Vikaswaad) vs Expansionism (Vistarwaad), he said India and Japan must show the way of Buddha to the world, and act as a force for development.

Saying that the Who’s Who of India’s business had come to Japan with him, the Prime Minister said they were his partners in taking India forward. Now, he said, India and Japan should be partners, for Asia and the world.

PM visits Taimei Elementary School in Tokyo

PM: I have come to learn how moral education, modernity and discipline can be blended in the Indian education system

PM: Asian countries should learn each other’s languages and values, so that this century is more useful to humanity

The Prime Minister, Shri Narendra Modi, today visited the Taimei Elementary School in Tokyo. Speaking after a presentation on Japan’s Elementary and Secondary Education System, the Prime Minister said he had come to this 136-year old school as a student, to learn how moral education, modernity and discipline has been blended in the Japanese school system, and could be imbibed in India. He also understood the methods of evaluation and examination, how parents are kept involved with the child’s education, and how the school syllabus is prepared.

Interacting with the Japanese Deputy Minister for Education, Culture, Sports, Science and Technology, Mr. Maekawa Kihai; and teachers from the Taimei Elementary School, the Prime Minister said the whole world accepts the 21st century as Asia’s century, and to prepare ourselves well, Asian countries must learn each other’s languages and values, so that this century is more useful for humanity. He said India had introduced Japanese as a language option in schools, but there was a shortage of teachers. He urged Japan to take up an initiative to introduce teaching of Japanese language online. He said Indian languages could also be introduced in Japan, and such an exchange would positively impact this century.

The Prime Minister observed that on the same day in 1923, the Taimei Elementary School had been destroyed in an earthquake, but it had since been well rebuilt. He said he was reminded of the 2001 Gujarat earthquake, and how 400 children had perished in a school in Anjar village, in that incident.

The Prime Minister also visited a music class, where children recited a song and presented a musical performance.

At a visit to a Japanese kindergarten this morning, Prime Minister Narendra Modi described himself as “the oldest student” in class, and told a group of seven and eight year olds in a music lesson about Lord Krishna.

“In India’s mythology, there is Lord Krishna. He used to play a flute and that used to attract cows to him,” he said.

He then played the flute for the children.

The PM is on a five-day trip to Japan where he is holding a summit today with his counterpart Shinzo Abe, who had organized a special tea ceremony before the talks formally began.

The elementary school that he visited today is 136 years old and was rebuilt after collapsing during a major earthquake.

“We are trying to teach Japanese language in our schools. We need teachers for that. I invite you all to come to India and teach,” Mr Modi said at the school.

मैं आप सब बहुत आभारी हूं कि आपने समय निकाला और जापान की मुख्‍य रुप से प्राथमिक शिक्षा व्‍यवस्‍था को समझने का मुझे अवसर दिया। आज एक सितंबर है, मुझे बताया गया है, 1923 में एक सितंबर को अर्थक्‍वेक के कारण यह स्‍कूल पूरी तरह से नष्‍ट हो गया था। मैं देख रहा हूं कि उसका आपने कैसे फिर से पुनर्निर्माण किया है। मैं जानता हूं कि अर्थक्‍वेक में एक स्‍कूल का नष्‍ट होना कितना पीड़ादायक होता है।

जब 2001 में गुजरात में भयंकर भूकंप आया और अंजार में हमारे जो बच्‍चे थे, 26 जनवरी को हाथ में तिरंगा झंडा लेकर जा रहे थे, और 400 से ज्‍यादा बच्‍चों ने उस भूकंप में अपना जीवन खोया था। उन स्‍मृतियों को मुझे आज स्‍कूल की 1 सितंबर 1923 की घटना ने पुन: स्‍मरण दिला दिया। 136 इयर ओल्‍ड वो स्‍कूल है, और इसीलिए स्‍कूल की अपनी पुरानी परंपरा है। मैंने सुना है कि यहां के बहुत बड़े परिवार के बच्‍चों को भी इस स्‍कूल में शिक्षा-दीक्षा लेने का अवसर मिला है और इस प्रकार से इस स्‍कूल का जापान के सामाजिक जीवन में भी एक अच्‍छा स्‍थान रहा है।

स्‍कूल आने के मेरे इरादे के पीछे मेरे मन में, भारत का जो प्राइमरी एजुकेशन है उसमें हम आधुनिकता लाने के लिए, मोरल एजुकेशन लाने के लिए, डिसीप्‍लीन लाने के लिए, किन-किन प्रयोगों को कर सकते हैं, इसको मैं सीखना और समझना चाहता हूं। इसलिए मैं भी आज आपके लिए इस 136 इयर ओल्‍ड स्‍कूल का एक ओल्‍ड स्‍टुडेंट बन के आया हूं।

सारा विश्‍व इस बात को मानता है कि 21वीं सदी एशिया की सदी है। अब अगर 21वीं सदी एशिया की सदी है तो हम एशियन कंन्‍ट्रीज में अपने आपको इतनी बड़ी जिम्‍मेवारी के लिए प्रिपेयर किया है क्‍या ? अगर हम प्रिपेयर करना चाहते हैं तो एक बात है कि हम एशियन कन्‍ट्रीज को अड़ोस-पड़ोस के देशों की भाषाओं को अच्‍छे ढंग से सीखना समझना होगा। उनके सोशल वैल्‍यूज को समझना होगा और तभी जाकर के 21वीं सदी एशिया की बने लेकिन वो पूरे मानव जाति के कल्‍याण काम आए। इसी के तहत हम भारत में स्‍कूलों में जापानी लैंग्‍वेज सिखाने के लिए प्रयास कर रहे हैं।

हमारे यहां जो सीबीएसई स्‍कूल्‍स हैं उसमें अभी जापानी क्‍लासेसज शुरू की हैं। लेकिन हमें जापानी लैंग्‍वेज के टीचर्स की बहुत कमी पड़ रही है। तो मैं यहां के एजुकेशन डिपार्टमेंट को और शिक्षा क्षेत्र के सभी मित्रों को निमंत्रण देता हूं कि आप भारत में जापानी लैंग्‍वेज सिखाने के लिए आइए। रिटायर्ड टीचर्स भी अगर भारत में जापानी लैंग्‍वेज सिखाने के लिए आना चाहते हैं तो उनका भी स्‍वागत है और यहां का एजुकेशन डिपार्टमेंट ऑनलाइन जापानी लैंग्‍वेज ऑडियो विजूअल के साथ रिटन टेस्‍ट के साथ अगर सिखाने का एक भारत और जापान मिलकर प्रोग्राम बनाते हैं , और उसका एक इग्‍जामिनेशन सिस्‍टम जापान में हो, तो मुझे विश्‍वास है कि भारत के बहुत बच्‍चे ऑनलाइन जापानी लैंग्‍वेज सीखने के लिए भी आगे आएंगे। आगे चलकर हम जापानी लैंग्‍वेज प्रमोशन और उसके लिए साइमलटेनिअस इंडियन लैंग्‍वेज भी यहां सीखी जाएगी। अगर ये यहां हम करते हैं तो ‘21फस्‍ट सेंचुरी, एशिया की सेंचुरी’ की जो बात है उसके लिए हम बहुत बडा बल नई पीढ़ी को तैयार करके दे सकते हैं।

मुझे विश्‍वास है कि उस काम में हम लोग मिलकर करेंगे। जितनी पुरानी, प्रसिद्ध और सामाजिक जीवन प्रभाव पैदा करने वाली। स्‍कूल में भी जाने का अवसर मिला आप सबने समय दिया मेरा ज्ञानवर्धन किया, इसके लिए मैं जापान सरकार का, स्‍कूल मैंनजमेंट का एजूकेशन डिपार्टमेंट का हृदय से आभार व्‍यक्‍त करता हूं।
