Fixing the number of permit of auto-rickshaw, rules for aggregator services like Ola/Uber on anvil: Gujarat govt to High Court

Ahmedabad: The state government has constituted the high level committee to look in the issues related to the fixing the number of permit of auto-rickshaw as well as regularising the issue of auto-rickshaw, the Gujarat High Court was told today by the state government through government pleader.

The formation of such committee took place on 3rd August last year and first meeting was of the committee was convened today.

The government told the High Court that it will educate the auto-rickshaw drivers and the issue will be taken up to the RTO department as well as the Traffic department.

The state government pleader requested to grant time till tomorrow to come out with a definite permanent solution and/or suggestion on the stray cattle problem in the city.

The government and AMC stated that the movement which has begun since last three weeks, shall be continued and there shall not be any apprehension on the part of the common people that the movement, which has started, will not be continued any further or it is for the temporary period.

The High Court told the state government and the AMC that they require to consider seriously to provide sufficient parking space to the public at large and the both have to see to it that sufficient parking space is available in the respective buildings also.

Government pleader representing the state government told the High Court that the draft rules, namely, Gujarat State on Demand Transportation Aggregator Rules are already framed and the same are placed before appropriate authority for its consideration and such rules will be issued in exercise of powers conferred by sub-section (1) of section 93 read with sub-section(1) of section 212 of the Motor Vehicles Act, 1988. It was submitted that the said rules would regulate the public transportation system, more particularly, with respect to OLA/UBER etc.

The High Court in its order noted: It is reported that the Chief Minister already had a video conference with the commissioners of respective major cities, including the collector and has instructed to adopt the methodology to consider the Ahmedabad Municipal Corporation and the Traffic department a model to implement with respect to all other cities. It is submitted that when the aforesaid decision is taken in the larger public interest so that common people may not have to suffer any more.We appreciate the stand taken by the state government and the decision taken by the highest officers of the state.
