RTO check posts to be abolished, learning license to be issued from ITIs and polytechnics: Rupani

Gandhinagar: Gujarat Chief Minister Vijay Rupani today made announcement that RTO check posts will be abolished with effect from November 20 this year. Truckers and others will need to make self declaration and go online for procedure. At the same time they will also have offline option by approaching nearby RTO.

Rupani said RTO inspectors and sub inspectors will be given hand-held devices to collect fine. He said 300 such hand held devices will be distributed among RTO staffers. The government will set up a command and control centre and do GPS tracking of RTO staffers involved in enforcement.

Rupani also made announcement that learning licenses will be issued across the State at ITIs and Polytechnics. Rupani said each year more than 1.5 crore vehicles are registered in Gujarat which makes huge burden on RTO. The decisions are taken in order to ease the burden of RTO.

Highlights of briefing

– Annually 20 lakh learning licenses are issued. They all need to go to RTO office after taking appointment. Learning license is merely a computer exam. There’s no need to give physical test with vehicle. It’s just about knowing the signs and related rules. Computer test can be conducted at various places. Each ITI and polytechnic has computer laboratory. They all will issue learning license. Trial was run in last fortnight or so. As many as 13,000 people applied and 7,000 of them received license. Applications of 3,500 were rejected. Learning licenses were issued at 35 places earlier, now learning license will be issued at 250 places, of which 221 are ITIs. 20 lakh people who visit RTO offices, will be able to go to ITIs and Polytechnics too.

– 7 new services are being made online today. More than 14 lakh people can make renewals and other procedures online through their own computers. All record since 2010 has been fed in computer, while process of scanning and digitization of RTO records between 2001-2010 is going on.

– Each year 90 lakh big vehicles pass through RTO check posts. Imagine even one truck would occupy 5-minute at least at check post. The State government has therefore decided to abolish the check posts with effect from November 20. The staff deployed there will be shifted elsewhere. Over dimension related declaration will need to be made online. At the same time they will be able to pay effective amount through offline mode also at nearby RTO. If they don’t comply and found in violation, the amount of fine will be double.

– 35 new interceptor vans will be put on road with GPS tracking through command and control centre for enforcement in replacement of RTO check posts.

– RTO check posts in Gujarat attract Rs. 300 crore revenue in a year.

– There are total 287 ITIs of which 221 will offer learning license service. Annually 8 lakh people will not need to visit RTO offices. Learning license application and fee procedure will be online. Learning license will also be offered at 29 polytechnics with effect from November 25.

– At present non transport and transport vehicle selection of vehicle numbers, special permit, temporary permit, tex, fee payment etc services are available online. In addition to this four new services – renewal of driving license, duplicate driving license, driving license related information, replacement of driving license – will be available online. Duplicate RC book for vehicle owners who have RC book post 2009-10, vehicle information and hypothecation removal – 3 more services will become faceless. This imitative will benefit 17.55 lakh people.

– Instead of manual method, RTO chalan procedure with effect from 20th November this year will be done through a hand held device. Enforcement and calculation of fine will be automatic and no more manual.

– Instead of check posts, vehicle owners and transporters will be able to make tax and fee payment online on parivahan.gov.in website. Tax and fee revenue through check posts was Rs. 332 crore annually. Exemption provision has been made for over dimension cargo. Vehicle owner will be able to pay online and get exemption. This is limited to over dimension but not overload as it is prohibited. If vehicle owner/transporter has not obtained exemption through ODC module (online), or if wrong infromation is given for goods and vehicle, double amount of fine will be collected by flying squad.
