Electricity Duty waiver procedure goes online

Gandhinagar: The Government of Gujarat today launched a web portal for online approval to electricity duty waiver applications. According to government note, annually 3,000 applications are processed physically at present. Each application takes more than 6 months time for clearance. In new system, a certificate will be issued within 24 hours, the government note said adding that a review will be done in 90 days period. Submission of wrong details will attract cancellation of approval and levy of duty with 18% interest rate. The government avails waiver on 9000 million units of electricity annually worth Rs. 900 crore. The government further in its note said it plans to make all procedures under the Chief Electrical Inspector and Collector Electricity Duty offices online by March 2020. Applicants will need to go to http://ceiced.ncode.in/ for procedures.

Under Chief Minister’s concept of ‘Ease of Doing Business in Gujarat’, with a view to avail maximum speedy, simple and online services to the industrial units in Gujarat, the state government has made another step by launching a web portal for applying online for waiving of ‘Electricity Duty’.

Under this initiative, the Industrial Units’ will have facility to make online application for ‘Waiving of Electricity Duty’.

Describing the new feature of the portal, Gujarat Energy Minister Mr. Saurabhbhai Patel said that this new facility of sanctioning the applications through online procedure will commence from November 21. With implementation of this new system, Gujarat is going to be the first state in the country to introduce waiving of electricity duty through online processing.

The Energy Minister further stated that for availing waiving of electricity duty, the concerned industrial units will have to make online registration and submission of application along with uploading ofmandatorily required documents on web portal: www.ceiced.gujarat.gov.in .

After verification of these applications and finding them meeting all the necessary legal requirements by the system, a waiver certificate with a digital signature will be generated within 24-hours (one-day) time and intimation of it would be sent to the concerned applicant either through email or SMS. The applications that are applied earlier and are under process, the same industrial units can also make online application through this portal, Mr. Patel said and added that the mandatory documents submitted with the online applications will also be screened and finding them appropriate after verifications, the concerned power distribution company will also be intimated about ‘waiver certificate’ through an email.

As a result of this, the industrial units will instantly avail the benefits of waiver. Not only this, the review of system generated ‘waiver certificates’ will also be done within 90-days.
Mr. Patel also pointed out that a provision has also been made to review the units that availed the benefit of online waiver, and if found out that the benefit was availed through submission of fake information or documents, in such cases the benefit will be cancelled and recovery will be done with 18 % yearly interest.

In the cases of incomplete application, the industrial units will be intimated through email / SMS and applications will be sent back for furnishing the missing information.

The Energy Minister further stated that every year nearly 3,000 applications are being made for availing electricity duty waiver. On yearly basis, the state government on an average is granting electricity duty waiver on approximately 9,000 million units; that is amounting to benefits of Rs. 900-crore to the industrial units.

The present working system is taking nearly six months’ time in accepting and giving physical documents and processing of the application and for follow-up the concerned applicant must visit Gandhinagar personally!

The event of launching of the portal was also graced by Mr. K. Kailashnathan, Chief Principal Secretary to Chief Minister, Principal Secretary Mr. M. K. Das, Principal Secretary (Energy) Mr. Pankaj Joshi, and Chief Electrical Inspector and other officials of the Energy Department.
