Bill proposing 50% management quota seats in professional courses passed in State assembly

Gandhinagar: The State assembly today passed a bill that makes provision to allow 50% management quota seats instead of 25% presently in professional courses such as MBA, MCA, engineering, architect and pharma. The bill also makes a way for private educational institutes and private universities to increase fees in limit of maximum 5% once in 3 years fee-block without seeking FRC (Fee Regulation Committee) nod.

Instead of Rs. 20 lakh fine effective at present in case of violation of rules by private institutes and private universities, the bill passed today proposes to lift fine amount to Rs. 50 lakh.

Education minister Bhupendrasinh Chudasama shared these details while introducing an amendment bill today.

While 100% seats in government and granted institutes are considered government seats, the private institutes and universities are allowed to have 25% seats as management quota seats. This has been increased to 50%. A provision has been also made for admission to Gujarat, other state, NRIs and foreign students, Chudasama said adding that there are more seats than the number of eligible students in the State. Against availibility of 73,000 seats in degree engineering colleges, every year 12th board exam Science stream group ‘A’ exams are passed by 40,000 students. Thus, 50% seats remain vacant before the admission process starts. On average, approximately 50% seats have been remained vacant in recent years in private institutes. Now with 50% seats are proposed to be under management quota, NRI and other State students will be able to apply for admission in management quota from the first round itself in private universities.

Private universities and self funded institutes are allowed to increase upto 5% fee once in three-year block without seeking nod from FRC. Related institutes will need to submit ‘declaration cum undertaking’ for this purpose, Chudasama said.

The bill was passed with majority.
